Background:REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, dedicated to community development through innovative projects. Since 2013, it has implemented community-based TB care and integrated health service projects in Sidama, Central Ethiopia, South Ethiopia, Tigray, parts of Oromia and Afar Regions. Currently, in collaboration with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia is implementing various projects including new project called USAID- Urban TB LON-II.

The USAID URBAN TB LON II Project is an ambitious initiative aimed at addressing the urban tuberculosis (TB) challenge in Ethiopia. Focused on the city administrations of Addis Ababa, Shaggar, Harar, and Diredawa, the project's primary goals include identifying missed TB cases, delivering patient-centered care, and fostering innovative solutions to combat TB. This project is pivotal in enhancing TB detection and treatment, with an overarching aim to reduce TB prevalence and mortality in urban environments.

Responsibilities

Duties and Responsibilities:

  • Lead the planning, implementation, and continuous monitoring of Public - Private Mix-TB (PPM-TB) interventions in project supported areas;
  • Analyze performance of project supported PPM -TB facilities and develop improvement plan and intervention strategies for the identified gaps;
  • Develop close working relationships with Health Bureaus, sub-city health offices and other stakeholders that have responsibility for strengthening and improving Tuberculosis control and prevention program at PPM sites;
  • Provide technical support to Regional Health Bureaus/Sub-City Health offices in their effort to expand TB care and prevention services at PPM facilities;
  • Provide technical support to Regional Health Bureaus/Sub-City Health Offices and their structure to foster effective public-private partnership on TB;
  • Provide continuous technical support to PPM-based on their level engagement to strengthen TB service provision;
  • Support implementation of differentiated TB service in the private health facilities such as engaging medium clinics in TB diagnostic only service and primary clinics in presumptive TB case identification and referral service;
  • Facilitate the introduction of Digital Adherence Technology (DAT) for monitoring of TB treatment at PPM-DOTS sites;
  • Inform and advise project decision-makers on the practical approach to strengthen the impact of project efforts on PPM-TB implementation;
  • Facilitate the establishment of referral linkage between public and private facilities including laboratory networking for GeneXpert test and External Quality Assessment to PPM facilities;
  • Work closely with the EPSA hubs to include private health facilities in anti TB and other commodity supply system
  • Support Multi-sectoral TB interventions ranging from advocating TB as public health agenda in all relevant sectors outside of health to the integration of minimum packages of TB preventive, diagnosis and treatment promotion;
  • Represent the project in national and regional technical PPM-TB working group meetings, workshops and review meetings;
  • Ensure that effective data collection, recording and reporting system is in place at the project supported private facilities;
  • Work with the Health Bureaus and project team to effectively address operational challenges for TB case finding, treatment and care at private health facilities;
  • Support PPM-TB sites to implement standard TB program components;
  • Assist the Health bureaus in data analysis and utilization of the data for local decision making;
  • Lead the production and dissemination of PPM-TB reports, success stories and best practices;
  • Assist in conducting the operational research under the project;
  • Undertake other responsibilities as assigned by the supervisors
Qualifications

Job requirements:

  • MD/BSc plus master’s degree in public health or related field of study
  • Seven years’ work experience with at least 5 years’ experience in technical planning, implementation, monitoring and supervision of a comprehensive TB program;
  • Experience in PPM management or advisory role played in management of PPM sites
  • knowledge of Ethiopia’s health care system and National TB program;
  • Understanding of the principles and peculiarities of working with the private health sector providers in Ethiopia
  • Understanding of opportunities and challenges of TB PPM DOTs model in Ethiopia
  • Experience in capacity building and utilizing participatory learning methodologies;
  • Previous experience with USAID or other USG funded projects is an advantage,Required Skills
